Driving on Server 1-8 shoult be a less frustrating expirience.

Like gripkeeper said, server 1-8 are password protected and should be pretty calm compared to server 9, though you will never completely get rid of wreckers, even with passwords. On the other hand its server 9 which is usually most frequently visited and sometimes it's great fun to race with a full grid.
My approach is to expect half the field to be noobs and the other half wreckers. While this is highly exaggerated since there are also a lot of nice guys, it can help to keep out of trouble in a lot of situations. After some time you will start recognising names and know whom to race or avoid.
In addition you can also report wreckers by sending a message to Rennleitung.
