              You can try disabling unused network adapters or virtual devices that may interfere. Maybe there are some. Look under system/device manager.


              Did you check for malware? https://de.malwarebytes.org/antimalware/

              Disable Steam Cloud.

              Change Steam location Server to Frankfurt, Hamburg or London.

              If you like, we could do some testing this evening. Drop me a line and I can start our server for testing.
